Position: Child and Youth Program Assistant with CDL, CY-1702-01/02
Salary: Entry Level: $12.70, Intermediate Level: $13.78, Target Level: $15.35. NOTE: New hires will be placed into Entry Level until completion of orientation, then into the appropriate level based on proof of qualifications and experience.
Employment Category: Flexible, 0-40 hours per week, with no benefits. May require working night, weekend and holiday hours. NOTE: A flexible employee is one who serves in either a continuing or temporary (time limited) position, on a scheduled or unscheduled (as needed or intermittent) basis, up to 40 hours per week. Flexible employees are not eligible to participate in the CNIC benefit programs, nor are they entitled to earn or use leave including military leave, court leave, sick or annual leave.
Location: Child Development Center and/or Youth Center aboard Naval Submarine Base, Kings Bay, GA
*While operating the school bus: Provide transportation for children utilizing a 60-passenger school bus to and from schools and activities, such as field trips when school is not in session. Responsible for selecting routes and obeying all traffic laws and safety regulations, as well as safely loading and unloading the vehicle.
*When not operating the school bus: Provides appropriate specialized developmental care and instruction for children and youth ranging in age from 6 weeks to 18 years in one or more CY program. Provide developmental care and instruction for children/youth from 6 weeks to 18 years. Routine assignments are performed independently with technical assistance from supervisor when required. Assignments are spot checked; the more technical assignments are closely reviewed for adherence to policies, procedures, and instructions. Duties and responsibilities have been grouped into categories, including curriculum, indoor and outdoor environment, interactions and relationships, supervision of children and youth, parent and employee communication, assessment, compliance, and additional responsibilities.
Must be at least 21 years old, have a High School Diploma or equivalent.
Must have a valid State of Georgia Commercial Driver’s License (CDL) with proper endorsement for operating a school bus and be able to maintain as required OR Must be able to obtain within 90-days of employment.
Ability to adhere to State, Local, and Installation traffic laws and ordinances.
Ability to communicate effectively in English, both orally and in writing.
Ability to follow verbal and written instructions.
Ability to complete all DoN training requirements within the specified time frames.
Ability to promote and foster effective working relationships with children, youth, and coworkers.
Ability to work cooperatively as a member of a team.
Ability to favorably complete all required State and National Agency Background
Ability to favorably pass a pre-employment physical, provide evidence of immunization
and be free of communicable disease. NOTE: Annual influenza immunization is
- Ability to obtain a food-handlers card.
Physical Demands and Work Environment: Work requires considerable walking, standing, bending, stooping and lifting up to 40 pounds. Activities may require incumbent to drive an automobile (to include a Government vehicle to transport children or youth). However, most of the work is done in classroom settings or activity areas, and no special, physical demands are made upon the incumbent. Work environment involves everyday risks or discomforts that require normal safety precautions typical of a wide variety of child and youth activities, programs, and services, such as exposure to disease and injuries from lifting.
Condition of Employment: Position is subject to special inoculation and immunization requirements as a condition of employment for working with children. Employee is required to obtain pre-employment and maintain annual immunization against communicable diseases in accordance with recommendations from the Advisory Committee on Immunization Practices (ACIP), which includes the influenza vaccine.
Test Designated Position: In accordance with the Department of the Navy Test Designated Position listing issued 7 October 2003 this position is subject to both pre-employment and random drug testing as a condition of employment. A positive drug test, or failure to submit for testing, may become the basis for removal from this position.
Incumbents must satisfactorily complete all background checks, including a fingerprint check, a National Agency Check with Inquiries (NACI), and a State Criminal History Repository (SCHR) check for childcare positions. Incumbents must also meet all requirements for military base access, and satisfactorily complete a Local Law Enforcement Agency Check (LEAC), as well as the following components of an Installation Record Check (IRC): a check of the Alcohol and Drug Management Information System (ADMITS), a check of the Family Advocacy Program (FAP) records, and a check of the Naval Criminal Investigative Service (NCIS) Consolidated Law Enforcement Operations Center (CLEOC).
Per Department of Defense Instruction (DoDI) 1402.05, Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either a civilian or military court (to include any general, special or summary court-martial conviction) or if they received non-judicial punishment (under Article 15 or chapter 47 of Title 10, U.S.C.) for any of the following: a sexual offense; any criminal offense involving a child victim; or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death or serious injury to a child or dependent person entrusted to the individual’s care.
Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 3 years from the date of the drug test.
