Position:  Marketing & Communications Director, NF-1001-04

Pay:   $24.92 - $29.71 per hour, based on qualifications and experience

Employment Category:   Regular Full Time, 35-40 hours per week, with benefits.  May require working night, weekend and holiday hours.

Introduction:

Naval Submarine Base Kings Bay’s national award-winning NRPA, CAPRA & CNIC 5-Star accredited MWR program is seeking a dynamic and innovative leader to join its team as the Marketing & Communications Director. An ideal candidate is a well-organized, creative, independent, self-motivated individual with exceptional presentation and written and oral communication skills. This position will be responsible for bringing well-organized and efficient strategies, insights, and management to marketing, brand management, public relations, and sponsorship/advertising at MWR Kings Bay. Key responsibilities include planning, tracking, executing and optimizing our various marketing programs, developing and promoting the organizational brand, developing additional business growth through sponsorship, providing creative ideas to drive innovation, and identifying and implementing marketing process improvement opportunities.

Duties:   

-Serves as principal advisor on matters pertaining to communications and marketing policies and services. Incumbent develops long-term marketing and strategic plans to maximize patron utilization and satisfaction while enhancing MWR programs self-sufficiency and/or profitability.

-Build, manage and implement effective marketing campaigns for all MWR programs through various sources including a Webpage and on social media platforms. Leverage tactics such as co-marketing with partners, content marketing, email marketing, events, online and in-house media advertising, social media, SEM, mobile marketing, and partnership with other organizations to deliver. Responsible for the production of marketing and promotional materials from inception to completion through supervision of design, composition, printing, production, distribution and accuracy of graphic arts services and written communications for MWR. Ensures appropriateness, accuracy and quality of marketing products and effective use of resources in meeting customer needs. 

-Work to ensure brand goals are met including championing innovative digital campaigns using consumer insights that will increase brand equity.

-Develop compelling marketing plans and one-sheets for communicating marketing programs to internal stakeholders (program and facility managers/coordinators).

-Improve marketing operations in partnership with MWR program and facility managers, support personal, and additional SUBASE departments (e.g. Chapel, Galley). Run internal cross-functional team meetings that drive the operationalization of marketing campaigns. Lead working groups to successful execution.

-Responsible for the oversight of all aspects of the MWR Commercial Sponsorship Program for NSB Kings Bay to include, but not limited to: developing strategy, matching target populations and events with potential corporate sponsors, costing events, determining opportunities for sponsors, pricing sponsorships, soliciting sponsorship, developing proposal packages, overseeing the preparation of and approving sponsorship contracts.

-Produce ad hoc and regular reports using data tools for stakeholders internal to MWR and for external leadership. Use data to measure performance of programs and to drive innovation.

-Research industry trends, tools, and products to support marketing operations.

-Serves as the MWR spokesperson and primary point of contact for media and outside organizations as it pertains to public relations. Provides visibility and dissemination of information for all MWR programs through written communications, presentations, press releases, and other means available. Coordinates efforts with Base Public Affairs Offices, military media, military commands, and support agencies such as USO to ensure MWR receives the widest possible coverage.

-Responsible for establishing and executing a budget for the MWR Marketing and supporting MWR Business Plan objectives.  Analyzes financial data, reviews budget and submits technical reports as necessary.  Ensures financial integrity is upheld and required reports and records are properly maintained. 

-Supervise all MWR personnel (NAF/APF/Contractor/Volunteer) working in marketing/sponsorship.

-Performs other duties as assigned.

Qualifications:   

-A degree from an accredited college or university with a course of study in marketing, communications, public affairs or related recreation field AND four years of leadership experience working in a recreation agency OR 6 years of equivalent work experience.

-Must have extensive experience in marketing, communications, or public relations that demonstrates progressive knowledge of the communications industry and leadership capability.

-Knowledge and skills associated with communicating and publicizing an array of diversified programs geared to all segments of the military market.

-This position requires an extensive knowledge of the goals, principles and techniques of the administration, management, marketing and financial processes of a large community, industrial or military community support program. 

-Must display a strong work history of quickly gaining credibility, partnering with leaders and exhibiting executive presence.

-Must possess excellent written and verbal communication skills and the expertise and acumen to originate correspondence, including writing and editing documents and publications.

-Must be an experienced, positive leader and consensus builder who is able to influence the actions of others in obtaining cooperation and assistance to meet the mission and operational goals of MWR. Must be able to make recommendations that will have a positive impact on MWR programs, operations and services.

-Must have demonstrated skills in communicating and negotiating issues and operational requirements with various levels of authority, including employees, customers, sponsors, military and government officials, and executives and professional equivalents.

Physical Demands and Work Environment:   Work is primarily sedentary and performed in an office setting which is adequately lighted, heated and ventilated.  Occasionally may be required to walk, stand, bend, carry light to medium boxes of promotional materials or equipment, and/or drive an automobile to/from appointments.  No special physical demands are required.
